Who’s Failing, What’s Failing was a state-of-the-gay-epidemic address for the 2009 CHAPS conference in Brighton. The talk was an overview of the forces towards HIV risk behaviours and the forces towards precautionary behaviours. It concluded that the former are simply much greater than the latter. Claims of ‘prevention failure’ were shown to be part of the problem where responsibility for the epidemic is always placed with someone else.
